I've been given a robust second hand plastic wheelbarrow. It has at sometime in its life been used for moving tarmac/ asphalt and there is some residue still clarted on it.

I've got Petrol,Diesel,White Spirit, Cellulose thinners and Parrafin to hand, but what's likely to the best thing to clean it with?

Put some diesel on a rag and it should just wipe off

Took a bit more than just a wipe, but you were quite right, diesel was the answer.

Glad to be of service smile . I spilt some diesel on a newly laid carpark once. That's how I know , amazing what you can cover up with black paint smile
