'Blowing in' !

I have a small scuff on the bumper of my car, typical supermarket car-park scuff with no panel damage and a scuff in the paintwork about 3 inches by 1 inch.
As the car is going in for sill repairs anyway I asked the guy whether he would mind blowing in the scuff while had the paint mixed and sprayer out etc and he implied that it would only make it worse - the cynic in me suspects he just can't be ar*ed but I'm no expert.
I've heard/read from others who have had bumpers/splitters blown in with good results and just wondered what the general concensus was ?

OP - You don't just flick the paint across a bit further you know. If the damage is on another panel then this has to be prepared correctly. Flatted down, repaired, panel keyed and then ready. It's a separate job in itself as although the paint may be just a blow in usually the whole panel will need re lacquering
Point taken and I do appreciate that spraying in quite a skill; as I said I am no expert and had simply heard favourable reports of people having had stone chips and the like blown in at minimal cost and without the need for a proper strip and respray job.
The scuff is so small that it's not worth forking our £200 for but if it can be improved for much less it would be nice to have a tidy bumper!
