Is that enough of a headwind for the tailplane to fly when stationary, or is it propwash or power vs brakes that's lifting the tail?

Being no expert it looks to me like it's the propwash vs brakes.

The tail going up will be propwash, but the competition is IMHO fatally flawed because the headwind will vary.

What they really need is a conveyor belt.
