If you have a contract with a salary on it but they are not paying you that then they are in breach of that contract. Have you asked them why they are not paying you the correct amount?

Do you have an offer letter with the higher salary on it as well as the contract. With regard to trying to stop you working with a company, my understanding is that you cannot stop plying their trade, the only restriction might be if your were introduced via an agency, which tends to complicate things a little
