I have a 1998 Peugeot 1.9 dturbo, it has 138,000 miles and has just had filters and oil changed about 1000 miles ago. Around 300 or 400 miles ago I noticed whine coming from the turbo, it has progressively got louder. I haven't noticed any loss in power hut there is a puff of white smoke when started first thing. I have had a look and there's quite a build up of freshish oil on the turbo pipes at back of head and around the general turbo area, I can't see that well as the intercooler is top mounted and blocking my view. I rely on the car for work and the soonest I can have a proper inspection is Friday. Do u reckon this is something as simple as oil feed or return loose or does this sound like a bigger problem, thanks in advance for any replies.

The turbos on these old Pugs are very reliable provided they are well lubricated. If there was an oil feed problem the turbo would seize solid in no time.Dont worry about a bit of oil around the place just give the engine a flush, another oil change and hope for the best.To replace the turbo on one of those is a pig of a job,it will drive you nuts.

I've just had a look and the large pipe from the airbox to the turbo has a lot of oil build up at the joint of the pipe. The joint is closer the the airbox on the right hand side of the engine before it tracks behind intercooler and down to the turbo. What would have brought the whining on?

Are you sure the "whining" is the turbo impeller bearing?? and not an air leak causing that noise? I would start by removing the intercooler and the turbo pipes and give everything a good clean and check. With all that out of the way clean out the turbo impeller blades and housing very carefully with brake cleaner and an airline.
