Parking Restrictions

Right you lot bit of a weird one and some advice sensible or otherwise needed.
Has anyone had any success in fighting parking restrictions being introduced outside their homes?
I am lucky enough to live in a very nice area close to my "town center", nice detached houses own small drives (1-2 cars). My money grabbing local authority has decided to introduce "Residents Parking Permits" down the road to battle the curse of displacement parking from the town center. Now personally I never cared less if someone parked outside my home (don't get home until about 7.30). To me it's just a money grabbing scheme so I have to fork out an extra £100 per year (yes 3 car family).
This scheme is going to be a real pain, buying extra "vouchers" for visitors etc etc.
To be honest I probably don't stand a chance but in general PH fashion I wish to be a pain in the backside to my LA and my very lovely neighbours who haven't a clue what they are voting for.
There are some great ones in the ever popular "Human rights act", Rights to "quite enjoyment" of my property, am I being discriminated against because I live near a town center? probably

My street (well cul-de-sac) was yellow lined about 10 years ago as the estate was being used at one by rail commuters - and of course they had to yellow line the whole area to stop them simply moving further up. No traffic warden for 10 years until a builder asked for permisison to park. That's when the brave boys in caps turned up and nobbled not only the builder (who had been given permission, go figure) but some neighbours went in the bag too.
Now sometimes is it very convenient to be able to leave cars on the roads for a bit, so I wrote to the Council asking if we could have (free) parking permits. After a month they wrote me a beautifully crafted, detailed and polite letter which was utterly unhelpful and referred me to somewhere else. They thought it would take too much time to do. However I could design and crank out a few permits in less time than they took to write the letter. I was left with the distinct impression that we pay council tax to keep these useless people in offices to do as little as possible.
Now sometimes is it very convenient to be able to leave cars on the roads for a bit, so I wrote to the Council asking if we could have (free) parking permits. After a month they wrote me a beautifully crafted, detailed and polite letter which was utterly unhelpful and referred me to somewhere else. They thought it would take too much time to do. However I could design and crank out a few permits in less time than they took to write the letter. I was left with the distinct impression that we pay council tax to keep these useless people in offices to do as little as possible.

I didn't mind them parking.. sensibly. What I did object to, was the minority who did not allow enough time in the morning to get parked up properly and get to work on time. These idiots used to park anywhere, often in obstructive places, rather than be late for work. As usual, it's the selfish few who ruin it for the rest.
I have a transit size van and used to find it difficult and sometimes impossible to get down our road if I was home before 5:30pm.
We approached the council and after about 2 years of campaigning finally had permit parking only.
The council wrote to everyone in the street for their opinions and only agreed if the majority were in favour. Ours is from 8am til 8pm. We would have preferred a restriction for 1 hour in the morning and 1 hour in the afternoon, but then the council would not make any money out of it!
What they are now want to suggest, is to be allowed to give out permits to drivers who are not residents. In other words, basically a Pay and Display. Anything to get a few extra quid out of people.
