Part L Compliant Uplight.

Hello,
Can anyone help me find an uplight that meets or exceeds the 45 lumens per watt requirement? I have spent quite a while looking and would consider "high discharge" industrial type lighting as I have a run of GU10s to give some instant light while they warm up.
They will be lighting an apex ceiling to light up a kitchen. The kitchen ceiling is at 35 degrees and room is approximately 4m by 4m. I was thinking about a modern industrial look and definitely do not want the glass "half bowls" look.
