Once a soil stack reaches the ground should it have a trap/ u bend below the ground?

The toilet bowl is the u bend.

No, it should have a large radius 90 degree bend when it reaches ground level.

The purpose of traps is to stop foul smells coming from the waste pipe, all the appliances connected to the waste pipe should have a trap on them.

You only need a trap in the underground pipework if a rainwater downpipe connects into it (combined system). Otherwise you'll have the sweet smell of excrement wafting out your gutters.

Otherwise it's as has been said. Trap on any appliance connected to the waste system.
