basically exactly as you put it, by pre ordering a product, you are only actually expressing interest on the product, the item is not secured until you have paid for the item
to be honest I'm not 100 percent sure, but usually shopto pre orders prices have been cheaper then everywhere else so I usually pay straight up if I got the cash
