How to.... applying touch up

After your collective advice and experience please.
I have a few stone chips and a couple of deep scratches that i would like to touch up without leaving a too much of a mess. I've seen post previously where people have advised to build up paint so thats it proud of the surrounding area then sand back to level.
I'm not expecting a showroom finish, just something to stop drawing the eye to the scratches and chips - can someone give me a step by step of best way to do it and what to use please? colour is a dark metallic blue
