Hi all, wondering if there are any planning experts/those with self build experience to share experiences -

We’ve been offered the opportunity to build a house/bungalow on my other half’s parents land. They currently have their house and a static caravan both registered and paying council tax.

The new build would be situated approx 200m away from the parents house fronting the road/lane, with its own direct access.

Does anyone know if it’s possible to:
• Convert the static caravans permission into a proper build permission? I know I could build a substantial timber mobile home 65ftx22ft per 1968 Caravan planning Act in the current static ‘vans place with no additional permission, but would prefer a proper permanent structure.
• As they are already paying 2x council tax on their land is it easier/more likely to get planning permission by converting the caravans permission? Does the fact they are paying 2 lots of council tax mean anything in terms of our future planning plans or is this irrelevant? Would be nice to keep the caravan as it currently pays £5.5k/annum.
• They own an agricultural small farm, is getting a property built on the basis of an agricultural tie easier, i.e. if we said something like they are retiring to the new property and we’re taking over the original house?

Any other tips from anyone who has been involved in doing something like this? We haven’t done anything formal yet. It seems like a great deal for us – we’d be able to build the new place from the equity out of our current house.

Is the proposed new dwelling on agricultural land or within the curtilage of the existing house?

I’d say cartilage, farmed land is away from the house (fields surrounding are farmed but owned by others).

The entire plot is about 1.5acre laid out in a rectangle fronting the lane/road. Organised as from right to left: [start] paddock (proposed new build site),static van, barns, yard, outbuildings, garden, Original house driveway & garages [end].

Originally it was bought a house + immediate 1.5acre land above (no outbuildings). Farmed land purchased at a later date, no agricultural ties on original house.

Also to add, the next house up the lane is a new build (15 yr old) with an agricultural tie built for the son of the farm house located 2 up from the parents. The farm owned that land and it was agricultural. Going even further back in history the parents house used to belong to the said farm 2 up and the land would originally have been agricultural, but guess permission was sort as there is no agricultural tie on the parents house (this was the 50s/60s).
