I think the syphon in my loo is knackered. It permanently fills and the button doesn't do anything. The question is, how do I remove the old one?

Depending on the type (low level/close coupled ect) you most likely will need to take off the cistern off the pan to get to the nut on the bottom holding it on and simply swap it over for the new unit. Check Google/YouTube. If you're a competent DIYer or are a quick learner it shouldn't prove to be too difficult.

Our button unscrews from the top of the mech and allows you to remove the guts of the cistern.

How can I tell if the syphon can be removed from the cistern without dismantling the toilet? It seems that the cistern has been bonded to the wall, as where the screws securing it to the wall would be, there are no screws, but it is stuck hard to the wall.
I have removed the two wing nuts underneath

Some require the flush button on top to be undone to be able to get the lid off. It should just undo like any normal nut by twisting it anti clockwise.

Some do. Some require the buttons removing to access a screw.

Find the installer and slap him, hard.

Is the flush valve allowing water to constantly pass into the pan?

If so, see if you can remove the top half of the valve from the cistern. Usually if you twist it slightly, you'll feel it unlock and you'll be able to withdraw it with the cistern in place.

Next, examine the rubber plunger to see if it can be removed. If this is the case, turn the rubber over and refit it. Sometimes works, sometimes doesn't.

With regards to it not flushing, most are poorly made and will probably just be something that needs clipping back together.

If you can't fix it, you'll need to get hacksaw blade down the back of the cistern and hack your way through the silicone it seems to have been stuck with!
