i believe americans can get their bottle refilled as apposed to use just exchanging the can like us.

That's great!
True, in the US we can get our gas bottles refilled at U-Haul. I always refill mine there, because I know it's been properly filled. Getting an exchange from a gas station often means also getting stiffed (partially, rather than fully filled).

whereas in the UK a sealed bottle from an approved stockist will have been tested and filled fully by a proper transfer rig ...

Everyone knows, you never get short-changed in England, ever.
How do they 'seal' it? Wouldn't be a plastic cover on the outlet nozzle, would it?
