Still gotta buy 'em in-game with credits I'm afraid- the freebies may have been from a sample pack (iirc, one car from each monthly pack was a free dlc teaser).Oh, and the Stig's garage pack will be viewable in the in-game dlc menu, but you can't buy it.
All car packs you buy should be available in arcade mode I think.

That sucks, I have about 50,000 credits which means I can't buy any of the cars I want. I am a 100% sure the car pack i downloaded before then i got gifted the same cars.Oh, and the Stig's garage pack will be viewable in the in-game dlc menu, but you can't buy it.

If you downloaded the VIP pack then it would have gifted you a bunch, but that's just because you're now VIP (have a little crown next to your name when online).
If you set the computer to do some races for you on the maximum difficulty setting you can get some cash fairly quick. Either that or flog some cars.
