Oxygen sensors or something else ? (x300)

I just put my Xj6 back on the road, and it had high emission when doing MOT.
My MOT man said it`s a Lambda sensor over the cat`s because cat blockage will result in all figures to be out of chart by miles.
The car starts , idles and drives, no misfire, no rough idle etc. Under load it just feels like there is no power, 0-60 probably 15s.
Consumption is on mixed cycle about 18-20mpg driving gently because there is no power anyway.
My question is , shall i bet on Oxygen sensors over any other thing in this case ?
It`s a 1996 , 3.2 , AJ16 , with 4 wire lambda sensors
