Hope this isnt a repost. Searched but bit difficult to decide what to search for. The chap is apparently OK!

2. Police were clearly preparing to move him to a safer position away from the burning car/bike combo. You'll note that they fairly selflessly usher everyone else back before continuing to work.
3. There are about 15 to 20 people who walk in and out of shot and are clearly involved - if you're up the floors in a building you're a couple of minutes away - why would 100 people be better than the 15 who helped?
Having, ahem, pulled someone from a smoking upturned car myself, I can offer some insight - the threat of burning to death helps prioritise your actions - moving everyone to a safe distance is number one priority as nothing else really matters until that happens.
