When to advise boss of new job offer?

Definitely not before you have the offer in writing.
If you want to use that offer as leverage in your current job, then you can bring it up once you have the offer in writing. However, if you're definitely planning to take the new job wait until you have done all the salary and start date negotiations and got all that in writing too.

As an update, I've advised by boss of the job offer (he wasn't surprised). I am now in the tricky position where I need to tell the recruitment agent if I am accepting but an internal secondment has been advertised which if I got it would mean exposure to formal project management and more money.
I am of the mind to accept the job offer and then deal with the consquences if I get the internal secondment which I accept isn't very ethical but I can't see any other option.
Is there a better approach?

Do you think that telling your boss about the new job would affect the chances of the internal secondment?Eitherway I'd go ahead in accepting the job offer and applying for the internal secondment if its a better option.
Ultimately it may not be morally right, but you need to do what is right for you.
Was in a similar situation back end of '09, was made redundant November '09, started a new job December '09, two days in got a better job offer and handed my notice in. Wasn't an easy thing to do but was the right thing in the long run.
