stripping paint from handlebars and forks

hello, just bought a bike off ebay for 99p! needs a bit of stripping down and redecorating. i've started to sand the handlebars and forks but there are some impossible bits at the joins i cannot seem to sand down... any hints / tips / suggestions?

Wire wool. Or one of those whirly strippers that go on a drill. Or sand blasting.

Nitromors. The paint will then wipe off. I used to regularly strip and repaint my bikes and always used it.
