Trailer weirdness

Saw some strange trailer towing when driving in to work this morning. Landrover pulling a twin-axle trailer for a boat (-boat) but with only two wheels. The strange bit was that the wheels were on different axles. Why would anyone do this?!
Stolen trailer? Two wheels clamped so wheels removed and opposite side wheel put on?

Yeah, guess that's a possibility (and it did have a cardboard reg' plate). But why not switch them to same axle soon afterwards? Stability must be hellish, looked like a 20ft or so trailer.Happened once to our dive club.
Had one wheel bearing fail on the motorway, decided to carry on using three. Second bearing on other side, other axle failed shortly afterwards.
Crept on to the closest slip, off loaded the boat, and dragged now unladen trailer back for repair (actually both axles had to be replaced from memory, disintegrating bearings had welded themselves to the stub axles).
Boat trailer wheel bearings are hateful things, dipping warm bits of precision machined steel into saltwater never ends well.
