T350 car registration in sweden

Im a T350c owner from sweden, and i was at the swedish registration last week and the fan didnt cut in a 95 degrees so the cooler sprayed up som water and we did unconnect the connection under the airbox so now the fans go all the time instead, should i do a own switch so i could put on the fans when i want too in the car? Does anyone have a site with the parts needed, i heard that its only a switch and two cables to the connection under the airbox. (i dont have any mechanical skills)
The fan problem did take some time at the car registration so we didnt do all the thing at the carregistration, and when i tried to start the engine later the car didnt start, the starter turned, but then it was to much petrol so i did take away the brown box for the fuel pump and then it started two times shortly so the petrol went out and then putted the brown box back and then it started, but i have done this all the time now, out with the brown box and then put in it and start with like 2000 revs. Do anyone know why it gets to much gas?
The things that the carregistration company needed was a "certify with the totalweight of the car", and "gas volym on the tank, liters". The foglight was also on wrong side, but i didnt need any so now i have just taken out the foglight bulb.
He said that the certify should come from the car company(impossible) or a known source, but he said that i could email what i could find, so does anyone have a site for the totalweight and petroltank liters?
