Power steering pulling the wheel back

Have a Berlingo diesel van which has a problem with the rack or pump i guess.
The steering feels light but keeps wanting to center. Even parked up if i turn the wheel it wants to turn back sharply. It seems to be getting worse over time. It was checked out a while back - no wear in the track rods, joints etc and no noise or loss of fluid.
Any ideas?

Has it got electronic power steering with a motor on the steering down column? It's a common fault on a few Citroen models although I can't say I've heard of it on the Berlingo. They often have electric assist even when there's a PAS pump running fluid.
To find out just remove the steering column's plastics and look for a large electric motor half way down. These have a habit of going wrong on models like the Fiat Punto and Rover MGF just to name a couple. When the motors short circuit they tend to go stiff randomly and the MGF pulls normally to the left.
It may be a million miles from your problem but worth the 5 minutes to check. If it is and you suspect it to be faulty check out BBA Reman's web. They will halve the costs.
