Obtaining a list of makes/models, keepers and mileage?

Having briefly Googled this, I suspect the data I’m after isn’t available.

I’m after:

Make and model
Vehicle registration number
Vehicle mileage
Registered keeper and address

Not for every vehicle registered, but maybe 20%. Those that are more prevalent on PH classifieds, and those that are 5 to 20 years old.

You can purchase 30 fields of DVLA data, but doesn’t include mileage, reg no, registered keeper and address. ( link)

Is the MOT database (VOSA?) is a possible source?

You'll have to get that data direct from DVLA I should imagine, and you'd need a chuffing good reason as that's a hell of a potential DPA violation there.

The reason is business, locating cars to purchase. Yeah, that’s a lot of names and addresses! In reality, I’d end up requiring contact info for say 3%. So a big list of makes/models, reg number and mileages, from which 3% we’d require contact names and addresses for.

There is no way they are going to release that info. But if you just pretend that you want to chase some illegally parked cars...
