The success of Belgium's government
Discussion
I assume the government still exists in the form of a civil service.
This would work in many countries, ours included. Much of "government" is simply administration and running existing services.
However, it probably all falls apart once clear direction/changes/leadership/policy/etc. is required. In the short term, like Belgium, you can get away with it.

How interesting that people when left alone to live their lives, make rather a better job of it than when being told what to do by politicians. Who would have thought?
Unfortuntely, in the real world politicians just make the noise. The real power sits "behind the throne" in the civil services of each country. This is one of the main reasons why it makes feck all difference if you vote red tie or blue tie - the Sir Humphrey's of this world still run the show. They are the buggers someone needs to start looking into.
