If they have a decent plastic repair system, yes that tear should be repairable by a skilled tech.

The scuffing beside the headlight though - if it is too deep to polish out and needs paint, that would most likely be a booth repair of the full panel given the colour, and the panel configuration on that part of a Mini. Hopefully it'll all clean off or polish out to an acceptable finish, as otherwise the repair will be large for the original damage...
