I'd be concerned that by the time it gets dark enough to see it,the glow in the dark effect would have worn off. How long does the transition from daylight to darkness take, 3 hours?

thing is though they are using a vinyl wrap, and i know of powdered pigments which can be mixed into a UV blocking clearcoat and can be stenciled onto a car and are invisible on a white background in daylight and the uv block is to stop uv from the sun causing a glow during the day and to stop the pigment from degrading. also once charged which takes about 2 hours of sunlight the pigment powder will glow for 12 hours!
