Does a car need to have valid tax road fund licence, MOT and insurance to tow it?

If it's wheels touch the ground it needs to be fully legal.

Generally yes, unless it's being trailered (which I presume you don't mean) or going for a pre arranged inspection - in which case it still needs insurance but may not need tax depending...
