Freelander 1 rear/brake light problem

Just picked up an immaculate early freelander (98) but it appears to have a problem with the brake lights / rear lights.
When the lights are switched on the brake lights illuminate ( all 3), When the brake pedal is pushed they do get a little brighter, With lights off brake lights appear to be fine.
Is this a known problem?
or if not any ideas. I only picked the car up last night so havent done any research yet (PH wisdom hopefully will save time) so apologies if this is a "They all do that scenario".

Check the right brakelight bulbs are fitted, if someones wedged a single filament in instead of a twin it can short the 2 circuits together and cause them to come on together, A regular cause of the same fault on a RR sport/disco3 though off the top of my head i cant recall if FL1 has twin filament bulbs...

Cheers will check later.Read a bit about brake light switch but I think thats more to do with HDC lights on dash.
Thanks you were right sort of! one of the bulbs looked like it had blown, quick change and all sorted
