Mobile Speed Camera, M74 - Have I Been Caught?

I was driving southbound down the M74, around Lockerbie/Gretna area when I approached a caravan driving very slow on the middle lane. I proceeded to move onto the fast lane to get past it, but as I was doing so I noticed a car on the fast lane driving very fast, so I sped up out of courtesy more than anything, to prevent him from having to brake.
As I did so, now travelling at about 90mph, as soon as I got around the caravan I saw a van parked on a bridge in the distance (probably about quarter of a mile away). I slammed on my brakes and ended up at about 60mph (as I broke so hard) and watched this van as I went underneath it in the middle lane.
It had a window on the side with one camera airming out of it (looking at the oncoming traffic). But then about 4 miles on, just as the motorway was about to end and turn into an A road, I came across another van on a bridge, but this one had the 2 familiar tripods outside of the van - and a straight after this bridge there were police cars, clearly waiting for the signal to pull over a speeder.
This all confused me. Firstly, I thought that the tripod cameras on bridges cancelled out the need for police - so why were the police needed?
I was wondering what people thought on here? Were these 2 bridges linked to the same speeding excersise, measuriong the distance I travelled between traps, or is it likely that the single van with window caught me on it's own, and there was just yet another trap set up 4 miles down the road?
