Does building up a balance on a credit card with 0% interest and then not paying it off before the 0% period is up affect an individuals credit rating?

As long as you're making at least the minimum monthly payments on the card it won't affect your rating.
It's what the bank wants - to make some money out of you!

Building up a balance on a 0% credit card affects your credit rating. It will continue to affect your credit rating until it is paid off in full (whether this is before the end of the 0% credit rating or after is irrelevant).

As long as you continue to make the monthly payment you will be fine. If you don't make the minimum monthly payment then your credit rating will be totally screwed.
