It is, as far as I know, legal and quite common with bikes.

There are plenty of reasonable reasons to buy a new frame.
First off, because your frame is damaged. A lot less hassle to buy one with a V5 and use that then to get everything transferred.

Then there's cat-B bikes that don't deserve to be, projects etc.

Not saying that a lot of frames aren't bought by thieves, however.
