Reclaiming VAT when exporting Car outside UK

I have been trying to find out how to claim the VAT back on a second hand car (less than three months old). The car is to be exported outside of the EU

The HMRC website has lots of info on using the "Personal Export Scheme" but this seems to rely on using a dealer / vendor that operates within the scheme and can issue you with a Form VAT410

How can a non EU resident claim the VAT back if buying the car from a private individual?
