Taking the points for other drivers

I'm personally aware of a fairly large number of people who have taken advantage of the possibility of doing this, a practice not possible in the old days when real people actually handed out tickets to real offenders.
Given that in many cases a quick look at the photographic evidence must surely produce a raised eyebrow or two (how long have you had the beard, Miss X?), it seems clear that the revenue mill is taking precedence over administering justice.
I can see this becoming prominent news in the near future, as more and more couples are placed in the 9 points plus a NIP situation.

If it's a Gatso there's no evidence saying who was driving, so if the police want to crack down on this they're going to have to start finding eveidence as to who was driving at the time. If they have to look at every case and find who was driving, I'm sure there would be no more time for the police to do anything else!

I have absolutely no doubt that the police turn a blind eye to a vast amount of these type of incidents. It just beggars belief that they are not aware of it.
That being the case, the only possible conclusion one could draw from that is that the police are unconcerned about it. Why would this be?
Is it because whomever is nominated, the £60 still finds it's way to the police's coffers?

There was an incident in Beaconsfield a few years ago where a bloke was killed coming out of a petrol station. The two people in the car that hit him each said the other was driving, and because it wasn't possible to prove who was at the wheel at the time of the accident, they both got off.
Can that not be done with speed camera issues?
