New bins: developer pays?

My council chargws developwers £57 for aset of bins for new houses.

I had read somewhere that the developer has to pay, but mine is trying to get me to cough up.

Any ideas as to who pays. If it is me I will be taking my old ones with me.

Checky feckers don't even promise a new bins and that they may be 'used and recycled'.

I had to pay for mine when I bought a new house. Not cheap either! Naturally all the crap recycling ones are free!

Nice! When I finished my self build, I just rang the council and they delivered mine, no charge at all.

Never paid for a bin in my life, have you contacted the council directly?
