standard sag exhausts

i've just taken my end cans off my sag and discovered they're sleeved, did they come like this from the factory or has a previous owner had it done?

I think they are 80% sleeved as standard

yes definately sleeved, the outer skin is for aesthetics, its only about .5mm thick, tube up the middle is 2 1/4"diameter.
