Fan problem on my T350c

The fans is not starting when they should start over 90 degrees so a while back i unplugged the tempsensor to the ecu so they go all the time instead and then i unplugg the fans in front and when the temp is around 80 degress i connect both fans.
So i bought a new tempsensor and then drove to a garage, and we tested to plug in the new tempsensor that goes to the ecu and then putted the tempsensor in hot water with engine running, and the fans didnt start. Maybe the water wasnt hot enough, boiling water goes down fast in temperature, does it take a while for the tempsensor to get hot and does it need to get up to temperature? If the problem isnt the tempsensor what do you think it is then? The fans are working when they are in default(tempsensor unplugged).
Does anyone have the electric scheme for the coolersystem? He said that the ohm was 500 ohm in the hot water and when sensor was in room temperature it was 1000 ohm, do anyone know at which ohm the sensor should start the fans?
