London Low Emission Zone. Possible loophole.

Loophole is probably the wrong word, but certainly a possible way of not paying it.
My Father in Law who is a builder and lives on the edge of the LEZ recently received his letter saying his 2001 Mitsubishi L200 Truck being a small utility vehicle registered before 2002 will soon fall foul of the new regulations starting in Jan 2012, and he would have to do one of the following:
1) Spend £1500-£2000 getting a special filter fitted to the exhaust, and then having it tested and certified. Then re-tested and certified every year.
2) Upgrade his truck to a newer model
3) Pay £100 a day every time he drove in the Zone (which would be quite often)
Anyway after talking to TFL they advised the only possible answer might be to speak to Mitsubishi to see if his vehicle was in fact EURO 3 Compliant.
He did. It is. He has now received a letter from Mitsubishi to confirm this and will not be liable for the huge costs he thought he might have been.
So if you have a vehicle which is not much older than 2002 it might be worth checking out, especially if its a L200.

There's another thread about this I think. The gist is along the lines of - TfL are changing how they record vehicle details to establish exemption from/liability for these 'charges' from a vehicle registration mark/DVLA-information based database to a registration mark/chassis number/manufacturer-information based database.
The new database will be a much more accurate source of information, as you have found

.They sent me a letter for my HiLux surf saying it was a light utility vehicle.
I just called them and pointed out that's it's no more of a LUV than a Volvo EC90 or a Audi Q7.
It's a 5 door, 5 seat family car.
They sent me an exclusion letter.
