Just seen a police Audi A4 with aftermarket HID's

Hi guys.
I saw a police (new model) A4 estate (so I'm guessing traffic car) with a set of aftermarket HID's on my way home tonight - which I thought was rather odd! I've got nothing against aftermarket kits, just with it being the grey area that it is I wouldn't expect to see one on a police car.
They were definitely aftermarket as the car didn't have the projector lenses and DRL's that the new xenon equipped Audi's come with, just the standard reflectors. The light was also quite blue aswell - 6000k bulbs?
Anybody else seen anything like this?
Hardly story of the century or anything, just seemed abit strange!

k can you tell "aftermarket HIDs" on a passing car?I'm guessing the lack of prominent washers (which are a Construction & Use requirement)
edit: Washers that is, not that they are necessarily prominent. They also need auto levelling. I'd be surprised if any aftermarket "one size fits all" HID kit were legal.

Yeah they are easy to spot, even over those crap phillips blue vision things because they are just sooo much brighter, even than +90% bulbs. Usually cars with OEM HID's have projector lenses (though some don't, like the Honda Civic and the old Laguna) and you typically have to have headlight wash jets too (by law?..though grey area/doesnt apply with aftermarket) and self levelling.
6000k is pretty blue, 5000 ice white with blue tinge and 43-4500k about what OEMs sell which is white light.
