I'm fully conversant with the rules around carrying spare bulbs when travelling in various EU countries, but what's the correct approach to take if you have HID/Xenon headlights? The capsules for those are less-readily available, and bloody expensive to hold just in case. Anyone any idea?

When I had my E90 it had xenons, so I just had the generic bulb kit/pack for the car. I imagine as long as you show you have a spare bulb pack if your ever stopped that will be enough to satisfy them.

Sod getting spare HID or Xenon bulbs!

The whole point of this is to demonstrate you are in a position to replace a bulb at the roadside. There's quite a few modern cars about now that involve taking off the wheel and front bumper to change a bulb which is not something your average joe is going to do in the street.
