Volvo 1.6xs 1999 starting problems

Hi Guys
I drive a 1.6xs 1999 Volvo S40 (54,000 mile) had it since new.
Today (Monday 31st Oct) it won't start. It makes a whining, buzzing sound and the engine won't kick in and start. The battery is strong and it has half a tank of gas. It's never done this before and I last used it Saturday with no problems.
Any advice?
