Yes, it's a really bad photo. But it's an 11 plate RRS on the A46 in Warwickshire.
The exhaust hangs way under the car, the mid-section looks about 12-15cm off the road, if that, and the rear silencers are huge. I spotted them from about quarter of a mile away, so they're really huge.
The front (which I couldn't get a picture of, becasue I think the driver was trying to avoid me) had single round headlights set into a matt black grille, and the tops of both wings were clad in matt black plastic, 5cm or so taller and wider than standard wings (if that makes any sense)
Apart from a 3cm square yellow sticker smack in the middle of the rear window, there were no other distinguishing features.
