Yes it is different. It's clearly intended to allow someone to ring a car or circumvent the rather more stringent IVA process - whether or not people think that IVA is disproportionate is irrelevant, the fact of the matter is that it is a requirement.Not sure of the ringing aspect. It's the poor bugger who buys the car later, has an accident, and then discovers the car was on the road illegally that I feel most sorry for.

Hi could you please post a link to the law detailing how much of a car has to be sold with the chassis and the v5 to be legal ?
I am aware of the law RE kits/radically altered vehicles and retaining the donor reg through the points system but it dosent apply here as the chassis would be built up to its original spec (as far as we can tell ?)
