Noisey flaps - solution anyone?

The kitchen extract fan vents out through wall and is terminated with one of those square hinged louvred vent things. Idea being to allow it to close when not in use.
This sort of thing (but bigger/more louvres)

Trouble is, when it's windy, and it is down the side of the house, the bloody things flaps away making a right racket. Does your ed in!!
Can anyone suggest what I can do to remedy this annoying flap issue?

A louvred vent cover combined with an inline back draft shutter - like this http://www.tlc-direct.co.uk/Products/BG4BS.html - should be less prone to general 'flapping' but it will still flap under certain conditions.
