I think a lot of dogs are vocal for various things. my lancashire heeler does little snuffles and small quiet woofs or whines for various things to get my attention, such as food, walks, toys etc.
It's not quiet - it's like the actions of a two year old kid , who don't know what words mean .It's almost as if he's trying to talk ,but needs to be taught . Anyone thay's had a CAIRN will know what I mean . Edit to add -like first thing in the morning ,when he's ready for his walk -he looks at the front door and "wooooooo"

our westie is very quiet. He is only 5 1/2 mnths old and very rarely barks, in fact thinking about it about once a week if that, and not really proper barks, more a ruff than a WOOF! He does do a small whine to let us know if he wants something, or when one of us leaves him, but again only short and not loud at all.
Hope that helps
