Currently I can't provide an upload facility for the forums because hosting pictures chews up enormous bandwidth and that's my main overhead at the moment. It's something I will look at but I need to do some sums first.
Simple solution is
1) Host picture elsewhere
2) Paste link into thread
e.g. my picture is here: www.mysite.com/pic1.jpg
if you want the picture to appear you replace that with
[pic]www.mysite.com/pic1.jpg[/ pic] (without the space)

Since even this seems to be beyond some posters, Ted, perhaps you could consider some helper buttons in the the "post reply" screen.
For example, "insert link" and "insert picture" buttons that launch a bit of JavaScript to take a URL (and also the text to display in the case of "insert link") as input parameters in a dialog and then paste the appropriate formatting codes into the reply at the insertion point.
You could even extend the "Smiles legend" popup to do likewise when you click on an icon.
Edit: You'd need some sanity checking to make sure the user is supplying a URL and not a local filename. And it doesn't address the problem of hosting, but it could be a help to the "point & click" generation.
