I assume you mean pre-suffix system? Also it's the second two letters which denote the county, so;

MU Middlesex
AV Aberdeenshire

I was assuming pre-60s but yes one needs to know the year of the car to be precise.

Various people have compiled list over the years.
The old (pre 1974) place name used to be in the old AA books.
Some lists are available as excel sheets.

Simplest to use is

I have a spreadsheet that I found on the net somewhere.

It's not as easy to use as the link recommended above but has the advantage of being sortable, gives start date for each reg and which set came next. Not sure if I can rememebr where I found it though! I'll try and find it.

Hi

I have just transferred an "AV" plate this week - a '74 reg will be Peterborough.

Cheers

Im in Aberdeen and AV is a very common sight here, my father had an MG Magnette with AAV 3A on it but traded it in for a Maxi in 1973
