High Revs on Gear Change

Can anybody help with suggestions as to what is wrong with my Fiesta, please!
When I change gear the revs go up, even though I'm not using the accelerator, and when I take my foot off the clutch the car lurches forward. The only way to control this is to take my foot completely off the accelerator, wait for the car to start to slow, and then change gear, but even then it still sometimes happens. However, it only happens in the winter, especially in cold and damp weather.
The Ford garage have told me that it's due to the cables being frozen (or at least too cold) and haven't suggested any solutions. However, it makes driving pretty unpleasant, not to mention that I sound like a boy racer. The problem started last year. The car is 13 years old.

Idle control valve. Notorious weak part (along with heater control valves, why can't ford make decent control valves??)
They often stop working in 1 of 2 ways: they stay closed and the engine stalls when the clutch is dipped and there is no throttle, or it stays too far open, letting in too much air making the engine over rev.

Well, more info on the "frozen" bit would help.
If you live in the arctic, then I guess it's possible.
Although in more moderate temperatures, that explanation sounds like BS, or Polar Bear S...
It could be anything from a faulty idle speed valve to a faulty throttle sensor, air leak, lots of things really.

Definitely give the ICV a go. I got one off eBay for £25 when mine went, it's incredibly easy to change it over (two nuts and one plug), and it's right in the top of the engine slap bang in the middle of the engine bay so could not be easier to get to. I did mine in about ten minutes and I think that included making some tea; it was less work than changing a light bulb on a Mk.4 Fiesta.
I've had similar problems with dodgy speed signal sensors too on Ka's and Fiestas although mostly the ones with the HCS engines and not the Zetec ones. Look at the speedo cable union at the gearbox end and see if there's a wire coming off of it. Try disconnecting it and see if it makes a difference. They go wrong invariably and can cause similar faults to an ICV. Only 2 types and 1 is about £20, the other is stupid money. Good luck!
