There's a lot of overseas interest in UK cars at the moment.
France and Belgium still require a certificate of conformity to register a vehicle. This is normally provided with a new vehicle and is passed from owner to owner when the vehicle is sold. If you lose the certificate you can get a replacement from any garage for that make of car (costs about €100 for a replacement).
Where it gets tricky is where models which weren't ever sold in France, or cars from manufacturers like TVR which no longer exist. It's not impossible but it varies a lot from one area to another. Belgium is easier to get a C of C than France, but it can be a drawn-out process (one took me 6 months to get).
It's quite possible that a serious possible buyer for a less well-known car would want as much info as possible to find out whether it is worth the (sometimes enormous) hassle of trying to get it registered.

Sold a number of Kit Cars abroad it seems being registered in the UK obviates the type approval requirements in EU countries.
Never had a problem: every buyer turned up paid in full took the car all very good.
The problem is possible scamming and you are right to be cautious.
However from the number of inquiries I have received and honest willing buyers from Europe who have done everything they said, I have met over time, I do think this could be a genuine enquiry.
I would proceed as if it were genuine I think it will be.
