Does anyone have facilities for testing vibrations?

If this is in the wrong place, then feel free to move it...
A guy I know has these stickers, which he absolutely SWEARS reduce vibrations on surfaces when you stick them to it. He has stuck them on his car and on his boat and just thinks they now feel more solid etc blah blah blah.
Does anyone have a facility which they would be able to do me a favour and test them to see whether they do actually work? I can send the stickers to you, and then you would test them.
I just can't believe it because all I can equate it to is bacofoil stuck to the back of some rubber with double sided sticky tape.
I want to be able to go to him with a print out that says: "look, no vibration reduction, end of story".
If it proves correct, I will be the first to hold up my hands and say "ok" maybe you're right. But honestly I don't believe it for a second.

Ok I'll go a little bit further into detail. He has put them on his wheels, brake pads doors, boot lid, spoiler, suspension etc.
He suggests that a tiny sticker (not a mat of rubber or anything), just a tiny sticker gets him the best handling and better braking through reduced vibrations.

Does he also have magnets on his fuel hose and a PC fan before the intake manifold? There are a whole bunch of BS performance mods out there for the foolish to buy :-)

It's the Placebo effect. Remove the tiny, tiny stickers without telling him and he'll be as happy as Larry, swearing on a stack of Bibles how effective they are.... ...Until he discovers they are missing.

Sorry, it's not a simple explanation.... You can point him towards a standard Engineering textbook on vibrations and damping - try Fundamentals of Vibrations by Leonard Meirovitch, or Handbook of Viscoelastic Vibration Damping by D. I. G. Jones. But he'll likely need an undergrad degree in Engineering or physics to understand it.
ks?What he is describing sounds to me like constrained layer damping, wherein a layer of a soft rubery lossy material is constrained between layers of stiffer material. If the whole lot is being flexed (bent) by a particular mode of vibration, the lossy material is under significant shear strain, and those a lot of strain energy is lost as heat (that's what happens in lossy materials) - taking energy out of the vibrations and reducing their amplitude.
If your mate has stuck a tiny patch on a large object like a car, he can expect very little damping loss. It would take quite a considerable amount of extra material to get any measureable dmaping on a large structure like a car.
