It seems to me to be a wee bit political in motivation - both in conclusion and the fact that it was leaked - but some of the comments have more than the ring of truth.
Comms comes in for a lot of criticism. The system used was a government imposed one - what could go wrong, eh? - and appears not to be much, if any, improvement on what went on before.
Mutual aid officers not PSU equipped and no arrangements for their welfare: ah! it was ever thus.
Whilst it is a very critical report, what has to be said is that in such a fluid situation there can be no real specific plans. Or, if there are, they are all but useless and trying to rely on them is a recipe for delay and ultimate failure.
The fact that there is a political edge to this means that it is as dependable as any other review of the proceedings.

Airwave is the biggest pile of dog turd in existence. 02 (who control it) must be laughing all the way to the back. We are regularly briefed to stop using the radio as the call charges are over budget. That's right, Police cannot use their radio as it cost too much.
It doesn't work in Police stations and there are black spots all over the area I work. Utterly useless.
