Mate bought a car, no category but passed VIC

I'm stumped with this. A friend of mine bought an immaculate, tiny mileage Peugeot 206 - £4k at 20k miles on an 04 plate. That's top money, although the car is very, very clean, the part exchange was generous and the car has a good spec.
Unfortunately he didn't do an HPI check beforehand and has now used an app to check after seeing that the car has been hit to the side:
He's kicking himself, of course, but what I'd like to know is what the likely history of the car is. For what reason would a car, already registered in the UK, undergo a VIC at one year old, unless it was returned to the road as a Cat C?
From a Sale of Goods point of view, the "as described" and "fit for purpose" conditions may be difficult but there may be an argument around "satisfactory quality." The ad doesn't mention that the car is HPI clear although it is described as being in "showroom condition" and the dealer's website states that it offers HPI checks as a service, so a naive buyer should be seen as having some protection, especially given the price paid.
Finally, can anyone recommend a good vehicle history check? Cheap is good, but comprehensive is more important; sadly indemnity/insurance isn't important.

Mods, if you think this would do better in SP&L, please put it there.
I'd just get a proper HPI check, in my experience the ones you get from cheap apps etc. are inaccurate, possibly to make you call a premium rate number to check if it's correct or not...Mods, if you think this would do better in SP&L, please put it there.
